When George W. Bush came into office in January 2001, he wanted to change how government helped the poor and disadvantaged. Leaning on his own belief that religious organizations and government agencies can work together to better deliver help to those who need it the most, he created the White House Office of Faith-Based and Community Initiatives and called upon Congress to pass the CARE Act (Charity Aid, Recovery and Empowerment Act)."
