Thank goodness somebody has explained this phone tax refund deal. On Marh 27, 2007 an IRS spokesman in Maryland said 69% of that state's returns did not even request the "automatic" phone tax refund. I'd say the IRS has failed miserably at getting the word out, unless of course they really did not want to give the $20 billion in "War Tax" back. The IRS did fight that in the courts for two years and lost five times. It would be nice if the IRS just gave us the money back that they collected illegally, without having us jump through all the 1040 hoops....
